ANDREI SAGUNA University, created in 1992, is a cultural-scientific and humanitarian, non-governmental and apolitical, non-profit institution. Its aim is to fulfill the need for specialists of academic education in cultural, scientific and social domain.

ANDREI SAGUNA UNIVERSITY is a juridical entity of private law and public utility, part of the national system of education.

The Education programme, includes the Faculty of Administrative and Juridical Sciences (Law and Public Administration Sections), the Faculty of Communication and Political Sciences (Journalism, Political Sciences Sections, International relationships and European studies, Sociology), the Faculty of Psychology (Psychology Section), the Faculty of Economics (Finances-Banking, Accounting, Informatics,  Management Sections),the Faculty of Navigation and Maritime Transportation  where over 4500 students study, under the guidance of an impressive teaching staff whose high competence and moral behavior guarantee the quality of the education process.

The University also develops Masters degrees in various fields of specialization, according to the structure of the faculties and specialization.
The University adopted the ECTS system since 2000 and beginning with 2005 adopted the Bologna System.
The University  is eligible to participate the SOCRATES program and recognized as eligible for ERASMUS grant (cod RO CONSTAN 04).
The University aims to significantly improve the quality of education and research by implementing results of international co-operation programs, expanding student and faculty international mobility knowledge.

In 2006 a delegation of 15 students went to Palermo, Italy  for 30 days, as part of the Leonardo Program for Student`s mobility, financed by European funds.
The  University will continue to organize scientific research activities through centers, laboratories and departments, investing in new education technologies. These activities have as objectives the contribution to the knowledge of European values, the increase of the scientific qualifications within society, the assertion of the scientific performances of the  members of the academic community, as part of the Romanian and European scientific communities but also as part of the inter-university cooperation.

The University, assumed and accomplished the mission of a cultural center in the Romanian space, mostly in the Dobrogean territory and in the entire Balkan  region, assumed and accomplished a civic consciousness meant to promote the pluralism of the options, the critical and constructive analyses, the regional and national development of the political and civic culture, the protection of the democratic background, established through the respect of rights and fundamental liberties of the individual and of the citizen  of the state, the assertion as a center promoting the international cooperative relations mostly in the Balkans and European area.

Constantly, for 17 years, the University has developed relationships of international cooperation with similar institutions in connection with the area`s specific necessities.

Since 1998, Andrei Saguna University has been a member of the group of Black Sea?�s Universities Network, among other 81 universities from Armenia, Azerbaijan, Bulgaria, Greece, Moldavia, Russian Federation, Ukraine, Romania.

Also, our University is an active member of European Communication Research and Education Association (ECREA) an of The National University Network of Sociology and Social Care Faculties.
Due to its constant involvement in cultural and scientific activities in the Balkans, our university organizes a permanent delegation exchange with similar institutions from Albania, FYROM, Bulgaria and Greece.

Since 1998, the University has benefited from the Foundation`s nomination as the official representative of Constanta in relationships with Shanghai, thus organizing cultural and scientific programs in collaboration with similar institutions from China. In this context, at the entrance of  the ?�Andrei Saguna?� University, we unveiled a homage marble plaque, in the presence of His Excellency President Hu Jintao in the honor of this historical visit in Constanta, on June 13th  004.

In recogniton of their contribution to improve the quality of Romanian education, Andrei Saguna University`s Senate has decided to award the Doctor Honoris Causa Distinction to some prominent personalities in the field of education, such as: prof. Ecaterina Andronescu ?� former Minister of Education and rector of Politechnical Institute, prof. Ioan Mih?�lescu ?� president of The National Council for Academic Evaluation and Accreditation and president of Bucuresti University, prof. Elena Zamfir ?� dean of the Faculty of Sociology and Social Care from Bucuresti University, Constantin B?�?�eanu Stolnici ?� member of The Romanian Academy, prof. Vergil Voinegu ?� president of the National Institute for Statistics, Teodor Dima ?� member of the Romanian Academy, prof. Nicolae Mitrofan- dean of the faculty of Psychology of Bucharest University and president of the Romanian Psychologists Association.

In 2001, Andrei Saguna University established a partnership programme and a students and teaching staff exchange with Indiana University from Indianapolis, USA. The program stipulates, among others, bilateral recognition of the study curriculum. Since with 2002, such a program was established with Sakarya University from Turkey.

Highly appreciating the dynamic development of the university, Mr. Adrian Nastase, Prime Minister of Romania at that time, stated in a message sent to the university on its 10th anniversary: "Andrei Saguna University has become nowadays a reference point in the Romanian academic domain, due to the quality of its education process, to its graduates` high educational background, to its financial resources, and, last but not least, to its international contacts it has established so far. We can say, without being mistaken, that our University has become an example which proves that seriousness, solid grounds and enterprising mind can build a successful academic establishment." 

The Research programme, represented by the following centers: Andrei Saguna Informatics and Communication Center, where studies are being done, such as designing banking informational systems, software for budgetary institutions and public administration, researches in accounting, audit and financial administration, studies and projects dealing with mathematical methods in prevision and planning; The Center of Social Studies and Surveys where researches in public opinion`s behavior, evaluation of media effects, electoral studies and political communication are being done, The Center for Applied Psychology , where psychological assessment and evaluations are being made,  Vlachs  Studies Institute history, culture and civilization studies and researches regarding the preservation and development of Vlachs  cultural patrimony, threatened with disappearing, studies dealing with the Vlachs  role in the European Integration process.

Within the programme, Andrei Saguna University has realized many other cultural events, such as: round tables on topics of present interest ("Freedom and Censorship in Mass-Media", Science and Faith-Two Irreconcilable Realities?", "Private Education- a Socially Benefic Alternative", "Romania`s Integration in European Structures", "The Mass-Media Dimension of European Changes"), debates on scientific and cultural topics, frequent publishing and book presentations. The cycles of scientific lectures, given by outstanding personalities in our institution have also had a major role.
The Editorial Programme is realized by Andrei Saguna Foundation`s Publishing House, created in 1993 as a natural completion of the other cultural and scientific activities carried on in our institution.

Being part of a non-governmental and non-profit organization, Andrei Saguna Foundation`s Publishing House manages to print the works at reasonable prices and allows the publication of specialty works even in small circulation, thus permitting the affirmation in the scientific and editorial domain of the personalities with highly appreciated competence in Constanta region and in the country.

The Publishing House includes over 500 works, some of which are subsidized by the Ministry of Culture and the Ministry of Research. It also has a rich and varied editorial plan, being able to provide full services of computerized editing, printing and book sale.

Through the agency of the Publishing House, the Foundation prints its own monthly informative publication, "Echoes"

Periodical or special programs are realized by the Programme Department of the Foundation. Created 15 years ago, the Department organized activities of national and international importance, with large participation and high appreciation, among which we can mention:

The programme entitled "Saint Andrew- The Apostle of Christianity for Romanians" began on 28th  of  April 1993 with a symposium on this topic, where historians, specialists in museography and clergymen from Dobrogea and from other towns of Romania have taken part. The guest of honor was H.H. Antonie Pl?�?�eala, the Metropolitan of Transylvania.

The programme focused on informing the population on Apostle Andrew`s fundamental role in the Romanian people`s destiny and aims at officially proclaiming Apostle Andrew the Holy Protector of the Romanian People. As a result of the symposium and other related activities carried on by the Foundation, in collaboration with the Arch-bishopry of Tomis, Saint Andrew was declared the Holy Protector of Tomis and Dobrogea one year later.

To render homage to its spiritual protector Andrei Saguna foundation began an action which already became traditional: every year (for 15 years now), on Saint Andrew`s Day, on 30th of November, it baptizes through the Sacrament of Baptism, two or more babies, who are named Andrew and will receive the Foundation`s help and protection until they graduate.

Under the title "Andrei Saguna Homage Days", "Andrei Saguna-The Great Romanian", "Andrei Saguna-Our Contemporary", memorial manifestations have taken place, sine 1993, including homage symposiums, book releasing, pilgrimages. Andrei Saguna Literary Circle was also inaugurated.

The University also realized two memorial medals bearing the effigy of Saguna Metropolitan, which have been awarded to Romanian and international personalities from the cultural-scientific life.
"Democracy` 96" is a civic and political education programme, financed by the European Union, part of Phare Programme for Democracy. It was held in august 1995, for 12 months and involved NGO`s and political parties, being highly appreciated by the local authorities and by the EU`s representatives.

The "Media Civica" Programme financed from Phare funds took place from August 1997 to February 1998 and included training courses for non-governmental organizations from Constanta, radio-TV shows and monthly information news "NGO Echoes".

In 1996, ?�Andrei Saguna?� University organized the celebration of United Europe`s Day on  May 9, in Constanta. Under the sign of European Union, there have been held An Annual Session of Scientific Papers, a round table on "Romania`s Integration in the European Structures" and other cultural manifestations (the book exhibition "Andrei Saguna Publishing House-anniversary moment"-1996, a graphic exhibition "Palestra`s Hour"-1997, etc).

?�Andrei Saguna?� University is the initiator and the main founder of Constanta Subsidiary companies of the Romanian Friendship Association with The People?�s Republic of China, the Romanian Association of Humanitarian Law and the Association for Romanian Literature and Culture. The Foundation provides its center for free and the necessary logistic, covers their functioning expenses and assumes management responsibility through the agency of personalities involved in the foundation`s management.

The Administrative Policy was mainly intended  to constitute an adequate campus for our students and, at the moment, the University has two buildings, one with 6  storeys and the other one with four, equipped with modern technology.

Administrative policy  also consisted  in raising of necessary  funds for all the activities so that  this thing should not be reflected in the student`s taxes by raising the cost.

This is the reason why our institution has started to invest in economical
activities.At the moment, our institution  leads informatics activities by 2 firms
1. TOTALDATA which sets up and distributes computer programmes  for budgetary institutions  and public administration for the  following applications: accountancy, local taxes, urbanism, salaries, sets up and processes  data  bases.
2. INFOMAR whose  field of activity is data processing, internet provider, network set-up and it sells machines.Both organise informatics courses on two levels: beginners and advanced, certifed by the Ministry of education and research. With the help of these  firms our professors and students have found the proper enviroment for their basic researches.

Another economical activity that we have is tourism. The institution owns a hotel which is placed  in the middle of the most famous resort of Romania, next to Constanta: Mamaia.  The hotel has a capacity of  600 places and it is  a situated between Siutghiol lake and the Black Sea. During summer, the hotel is open for the tourists  while for the rest of the year, it functions as a hostel for our students. Also in this hotel  different academic events can be organized.

Due to its activities, Andrei Saguna Foundation had contributed to the establishment and development of collaboration and kindred relationships between Constanta, Medgidia, Basarabi, and towns from Albania, China, Greece, Macedonia.

Appreciating the high level of the institution`s educational, cultural and scientific activities, numerous political, academic, social, national and international personalities have visited or lectured in our institution, such as: prof. dr. Adrian N?�tase - Prime Minister of Romania, Nicolae V?�?�oiu- president of the Senate, H.M. King Mihai, H.E. prof. dr. Llouis Maria De Puig- President of Western EU Parliamentary Reunion, prof. dr. Liviu Maior- ex-Minister of Education, Chen Delai- former Ambassador of the The People?�s Republic of China, Xu Jian - Ambassador of the The People?�s Republic of China, Blagoj Zasov - Ambassador of Macedonia, academician Nicolae Cajal- President of Hebrew Community in Romania, prof. dr. Olivier Echappe- law professor at Sorbonne V and General Secretary of the Great Legion of Honour, France. These personalities have become members of honor and received Andrei Saguna diploma and medal. The medal has also been given to His Holiness Pope John Paul, H.E. Ion Iliescu, H.E. Hu Jintao, H.E. Joseph E. Kernan- Vice-governor of Indiana State, US

To accomplish its aims, the Foundation co-operates with governmental and non-governmental institutions such as: The Ministry of Culture and Cults, The Ministry of Education and Research, the Government of Romania, The EU, Soros, Prefect`s Office, County Council Board and Town Hall of Constanta.

"Through the activities carried on, their quality and cultural, scientific and educational level, the participants` professional value, the Foundation imposed itself as a representative factor for the Romanian cultural, life?�", stated academician R?�van Theodorescu, Minister of Culture and Cults.
